A coach is a trained professional who works with individuals to help them achieve increased effectiveness / performance based on his or her specific goals. A coach is not a therapist nor a counselor, but a skilled facilitator who guides the client through his or her own learning and development process through a variety of techniques such as the use of Positive Psychology, Assessments, Appreciative Inquiry, Neuro-Linguistic Programming, Cognitive Behavioral Coaching, Refocusing, and so on.
Consulting is a broader term. A consultant is a trained professional who offers expert advise and/or services in a particular area of specialty. HR & leadership consultants are typically contracted to deliver services that may be beyond the expertise of a company's existing staff, or to complete specific projects in a "pair-of-hands" capacity when HR staff' are out of bandwidth. Smaller companies that don't have an HR leader in-house, may place a consultant on retainer to serve as HR director on a part-time basis or as needed.
